Fill PKGBUILD placeholders when publishing the release ... 9f76b3ba23

The release step now ships ArchRepo/PKGBUILD as a release asset, replacing
the %%PKGVER%% and %%SHA256SUM%% placeholders with the build number and the
checksum of the published tarball. This gives `kavman -a kavman` a
ready-to-build, self-consistent recipe (pkgver, source URL and sha256sums
all point at the same release).
